The Health Insurance Portability and Accountability Act of 1996 went into effect in 2003 and established rules for patient health data privacy and security. The U.S. Department of Health and Human Services selected CAQH CORE to develop national operating rules for HIPAA transactions to ensure that large amounts of data can be shared electronically in an efficient way regardless of the technology used. CAQH CORE is a collaboration of more than 130 public and private entities across the healthcare industry that work together to develop these rules. CORE-Certified entities cover more than 75 percent of the commercially insured population, including lives covered under Medicare and Medicaid plans.
